Government ducks North Sea deal on PCB phase-out

Draft regulations first promised in 1990 to phase out and destroy polychlorinated biphenyls (PCBs) were issued for consultation by the Department of the Environment, Transport and the Regions (DETR) in February.1 The Government claims that the rules will implement a North Sea conference agreement to destroy all PCBs by the end of 1999 - but the phase-out looks like being delayed until 2008, and possibly beyond.
