Unhappy marriage for FoI Bill and environmental information legislation

Proposals for a Freedom of Information Bill were published on 24 May by the Home Secretary - who promptly ran into a barrage of criticism for back-tracking on most of the radical ideas contained in a 1997 White Paper. The Government faces embarrassment because it will have to disapply important parts of the Bill to implement an EC Directive and a European treaty which contain much more liberal provisions on public access to environmental information.
