Design of aggregates tax may clobber recycling

Recycling of industrial wastes such as slags and combustion residues may fall under the scope of the proposed tax on aggregates unless Customs and Excise removes ambiguities from its draft Bill. Customs has also decided that most quarry wastes should be taxed if used as aggregate - reducing the likelihood of their finding beneficial applications.
