A few years after the Russian Revolution, Lenin was asked to define the distinctive features of his country's regime. The reply was terse: "electricity plus Soviets". For decades afterwards, the USSR's rush to industrialise, based on polluting, energy-guzzling factories, remained the model throughout the Soviet empire - and the region's environment and its people are still paying the price to this day.
