Agency's massive dioxin error

According to the Environment Agency's Pollution Inventory, Thomas Bolton metal refiners in Cheadle, near Stoke-on-Trent, emitted 18 kilograms of dioxins in 1996 - making it the largest source in the UK. Another metal refiner, Brookside Metal, reportedly emitted 1.3kg.
