Green Ministers' first report skirts round policy appraisal

The first annual report of the Green Ministers' network was published in July. 1 It confirms that the initiative is making significant progress for the first time in greening Whitehall's operations, though it makes misleading claims about Departments' performance against their only long-established target, on energy efficiency. But the report says little about the crucial issue of environmental appraisal of policies - where another failure by the Treasury to follow guidance cropped up in July.
