Signs of life in the slow-moving world of waste policy
Substantial investment in incineration and recycling is proposed in the Government's draft waste strategy for England and Wales, launched on 30 June. 1 But while the paper sets a target to recover value from two-thirds of municipal waste by 2015, the Government is still - for now - skating over what mechanisms are to be used to meet it. Meanwhile, results from the Environment Agency's first survey of industrial and commercial wastes will help to extend the reach of Government policy beyond the current preoccupation with municipal waste.
