ECVM charter yet to prove its worth

ECVM launched a charter containing "tough new environmental and quality control objectives" for PVC and VCM manufacture in February 1995. The initiative was aimed partly at persuading North Sea countries that voluntary programmes would be more practical than regulation to curb releases of hazardous substances, including some, such as VCM and dioxins, linked to PVC production (ENDS Report 241, pp 18-20 ).
