New emissions protocol falls far short of EC proposals

Agreement has been reached on a Europe-wide protocol to curb emissions of sulphur dioxide, nitrogen oxides, volatile organic compounds and ammonia. The national emission ceilings are much less stringent than proposed at EC level - though the agreement may clear the path for a revision of the 1988 EC Directive on large combustion plant.
