First COMAH safety reports rapped by HSE

Most of the first safety reports submitted by companies under revised legislation on major hazards display a lack of understanding of a key change in the rules, according to the Health and Safety Executive. Operators have failed to appreciate that they must now justify the adequacy of the major accident prevention measures they have in place.
