Government backslides on "sustainability" duty for councils

The Government has abandoned a commitment to introduce a duty on all local authorities to promote the environmental, economic and social well-being of their areas. Its new Local Government Bill has turned this into a discretionary power - and councils will be able to choose which of the three elements of sustainability they wish to promote.
