Ministers row over combustion plants, but agree strategic EIA Directive

Legislation on air quality standards for two pollutants, strategic environmental assessment of plans and programmes and guidelines for environmental inspections was agreed at the EC Environment Council on 13 December. But these modest successes for the Finnish Presidency were clouded by a row over a proposal to tighten controls on emissions from large combustion plants.
