Local authorities struggle to meet air quality deadline

Many local authorities are expected to miss the Government's end-of-year deadline to review and assess air quality in their areas. Almost a fifth of urban authorities have yet to complete the first stage of the process, yet nearly all expect to have to go beyond this. Many are citing delays in receiving official guidance as the main reason for the hold-up.
