SEPA's water quality, waste challenges

Improving water quality is emerging as one of the Scottish Environment Protection Agency's major challenges. Its latest annual report shows several water quality targets in danger of being missed, a 46% increase in "significant" pollution incidents, and a lack of powers to control agricultural discharges responsible for downgrading of many rivers and lochs. The waste sector is another problem area, with a much lower performance rating than industrial processes or dischargers.
