Emissions trading proposals keep climate change policy on the move

The Government's ideas on controlling business emissions of carbon dioxide have shifted markedly since the spring. They are likely to move further still following the publication of proposals for an emissions trading scheme for greenhouse gases by the Confederation of British Industry on 27 October. 1 Ministers have given the plan a broad welcome - but face difficult decisions over the CBI's proposals for allocating permits by "grandfathering" and allowing companies access to emission credits earned in abatement projects both at home and overseas.
