Closing the gates on landfill using tradable permits

Proposals for meeting EC targets to reduce landfilling of municipal waste were set out in a consultation paper by the Department of the Environment, Transport and the Regions (DETR) in October. 1 The strongest contender appears to be a regime of tradable permits limiting local authorities' ability to use landfill services - but there are worries that this "end-of-pipe" approach might fail to engage with waste collectors and householders. Meanwhile, Treasury concern about the impact on local authority budgets is likely to influence the final implementation strategy.
