Policy on licence surrender eases burden on waste operators

Rules placing pollution control obligations on waste site operators long after their sites close have been clarified in new guidance from the Environment Agency. 1 The Agency says that applications to surrender site licences need only address the effects of wastes deposited after the licence was issued, disregarding historic deposits. The decision may encourage operators to complete landfill sites abandoned in the run-up to the new regime in 1994. It will also make it easier to build waste treatment plants on closed sites. But the effect on contaminated land projects is less clear.
