Anger and embarrassment over Ofwat's £1 billion omissions

Draft price limits for water companies in 2000-2005 announced by water regulator Ofwat in July failed to include £1 billion worth of environmental improvements, the Environment Agency acknowledged in October. The omissions have caused embarrassment in the Agency and anger among Environment Ministers, and look likely to prompt companies to appeal their price determinations unless they are revised in November.
