Ministers divided over emission ceilings, press for action on climate

A mostly low-key EC Environment Council on 12 October ended with Ministers accepting agreements by Japanese and Korean car manufacturers to curb emissions of carbon dioxide, but divided over European Commission proposals for national ceilings on four air pollutants and an air quality objective for ozone. They also adopted important conclusions on the EC's climate change strategy and the integration of environmental and other policies.
