Sustainable development debates over devolution Bills

The Government's promises to put the environment at the heart of the machinery of government have been put to the test as the three Bills on Scotland, Wales and the Regional Development Agencies (RDAs) have proceeded through Parliament. The Welsh Assembly is to have a duty, drafted in a circumlocutory fashion, to have regard to sustainable development. But the Government has rejected attempts to put sustainable development higher up the RDAs' agenda.
