EC climate policy takes shape, progress on landfills, air pollution

EC policy on climate change in the aftermath of the Kyoto Protocol began to take shape at the Environment Council on 23 March. Decisions on Member States' emission targets and the role of measures at Community level will be taken in June, but it is already clear that the EC has backed off from last year's proposal to reduce greenhouse gas emissions by 15% between 1990 and 2010. It will also insist on limits on emissions trading before it ratifies the Protocol. Meanwhile, Environment Ministers reached common positions on the Directives on solvent emissions, landfills and emissions from vans.
