Whitehall go-slow on environmental management
The Government's promise to revive its "green housekeeping" drive is making only a limited impact on Departments' willingness to set up certified environmental management systems (EMSs). Some Departments are claiming that the high costs would not justify the benefits, contrary to experience in the private sector. A recent official survey has also shown that officials blame senior staff for giving EMSs low priority.
