IPPC push on energy efficiency leaves big shortfall on CO<SUB>2</SUB>

Processes due to be regulated under the 1996 EC Directive on integrated pollution prevention and control (IPPC) account for half of the energy consumed by manufacturing industry, according to an official report.1 But relying solely on "cost-effective" energy saving measures under IPPC will deliver only modest reductions in carbon dioxide emissions.
