Electronic trading nears for packaging waste certificates

The trade in compliance certificates under the packaging waste regime will soon step up a gear with the launch of two electronic services - Evidex and the Environment Exchange - for buying and selling "packaging waste recovery notes" (PRNs). Many obligated companies seeking an alternative to joining a compliance scheme will welcome greater transparency in the PRN market. But the downside is that, if PRN prices are to be defined solely by market forces, the system will offer huge windfalls to reprocessors who choose not to invest the funds in new collection or reprocessing capacity.
