Whitehall embarrassed as energy efficiency slips back

Energy efficiency on the Government estate deteriorated in 1996/97, with carbon dioxide emissions showing a small increase. The performance of a dozen of the 28 reporting bodies slipped back during the year, and nine have yet to show any improvement since 1990.
