IPC inspectors in fresh row over restructuring

A new row has broken out in the Environment Agency about how industries subject to integrated pollution control (IPC) should be regulated. The dispute has been triggered by proposals that IPC inspectors should draft authorisations and carry out periodic site audits, leaving inspection and enforcement work to be carried out at a lower frequency by less skilled staff.
