Business faces mix of instruments to curb greenhouse gas emissions

All major sectors of business were invited by the Government in June to make proposals for voluntary agreements to curb their greenhouse gas emissions. The signs are that they will need to offer more than the chemical industry if the UK is to meet its target for carbon dioxide. Ministers have also indicated that an energy tax, an emissions trading scheme and direct regulation will be used in a complex mix of instruments to meet the demanding emission target.
