Packaging 'essential requirements'

The Government has moved to avert legal action by the European Commission over the UK's failure to implement the 1994 EC Directive on packaging in full. Regulations transposing the EC provisions on "essential requirements" for packaging as well as limits on its heavy metal content came into force on 31 May, and legislation to extend producer responsibility for packaging waste to Northern Ireland has also been drafted. But considerable uncertainty still surrounds the long-term impact of the "essential requirements" rules on packaging design.
