Special waste regime to ease PCB rules but hit combustion residues

Long-awaited proposals on how to assess whether waste falls under the special waste regulations were issued for consultation by the Environment Agencies in June.1 Boiler ash and incinerator residues may in some cases fall under the regime on grounds of alkalinity - but many PCB-contaminated wastes are to be exempted. Assessing complicated wastes like oils and contaminated soil will continue to pose problems.
