Commission passes the buck on PVC toys

Under pressure from the US Government, the European Commission has passed the buck on whether restrictions should be introduced on PVC toys containing phthalate plasticisers. It has issued a Recommendation allowing Member States to curb the sale of certain PVC products if phthalate migration levels are shown to exceed limits proposed in April by a scientific advisory committee.
