Regulators back criticisms of Environment Agency

Officers in the Environment Agency have endorsed the accuracy of our recent account of the failings in its waste regulation function and the quality of the organisation's management - with some also complaining that water quality regulators are getting a rough deal. A particular source of concern is the Agency's focus on activity-based targets at the expense of quality in regulation, reinforced by "fat cat" performance bonuses for senior managers.
