Treasury gives little ground on green tax reform

Recommendations for a green tax commission and other measures to develop a strategic approach to environmental taxation made by the House of Commons Environmental Audit Committee in March have been rejected by the Government. 1 Its response does signal possible improvements in environmental appraisals of future Budgets - but the Government does not intend to honour its pledge to publish a Budget "Green Book".
