Slow progress for local authority EMAS

Just two councils have achieved registration under the eco-management and auditing scheme (EMAS) for local authorities since the first - Hereford City Council - did so in July 1995. The London Borough of Sutton has 26 units registered, while Stratford-on-Avon District Council was due to complete registration for all its services in July. Hereford was abolished last year, but its successor is planning to register all its services by 2003.
