Agency consults on competence of waste managers

A standardised procedure for assessing waste managers' technical competence was issued for consultation in August by the Environment Agency. 1 The proposals mean that managers who do not hold a certificate of technical competence (COTC) will have to pass a technical interview with regulators before a new licence is issued. The assessments will apply to all waste sites, including scrap yards and composting sites for which COTCs are not available.
