Clearer environmental framework promised for utility regulators
The Government's review of utility regulation has concluded that statutory guidance is needed to give the economic regulators a clearer environmental framework. But controversial price-setting arrangements for funding environmental improvements in the water industry will be retained - and measures with "significant financial implications", such as an energy efficiency levy on gas and electricity bills, will require separate legislation.
