Simmering discontent over pay
The feelings of the Environment Agency's employees about their pay may not be a matter of public concern in the ordinary run of events. But they may become so if dissatisfaction about pay which results in a loss of experienced staff or pay levels which fail to attract new personnel of the right calibre end up eroding the Agency's capability to protect the environment.
