Marshalling the case for an energy tax

The Marshall report on economic instruments and the business use of energy will not make happy reading for many in industry. 1 It has probably kicked into touch an early start to emissions trading within the UK, as advocated by the oil and electricity industries. It has made the case for an energy tax, opposed by most of industry. And it has rejected the energy-intensive industries' pleas for tax exemptions.
