Agencies under fire over enforcement of packaging rules

The Environment Agencies have been roundly criticised by industry for failing to prevent a large number of "free riders" evading their obligations under the packaging regulations. Industry bodies are also united in opposition to a proposed new duty on obligated firms to recycle household packaging - but they support Government proposals that reprocessors should reveal how much of their income from sales of packaging recovery notes (PRNs) goes to supporting recovery projects.
