Local authorities win role under IPPC

Local authorities in England and Wales are to act as regulators for a proportion of the 4,600 installations which will come under integrated pollution prevention and control (IPPC) from next October, Environment Minister Michael Meacher has announced. But the Environment Agency will set conditions for discharges to water in all IPPC permits - a split in responsibility which could undermine the goal of an integrated assessment of the "best available techniques" (BAT).
