DGXI tinkers with proposals on environmental liability

A revised draft of a White Paper on liability for environmental damage has been prepared by the European Commission's Environment Directorate, DGXI. Among the few new concessions to industry is a proposal that the state might pay part of the compensation where damage is caused by polluting releases authorised by a permit.
