Scotland's feeble fines for industrial pollution

Serious industrial pollution incidents in Scotland continue to meet with a derisory level of fines, according to the latest enforcement data published by the Scottish Environment Protection Agency (SEPA). Major companies Zeneca and Guinness were both fined £500 for significant offences in 1997/98 - much lower levels than they could expect in England or Wales.
