SEPA's report leaves accountability gap

Improvements and reverses in the quality of Scotland's rivers, coupled with a new classification scheme which paints a less positive picture of river quality, feature in the latest annual report of the Scottish Environment Protection Agency (SEPA). 1 But the Agency has provided little information on its performance on the industrial pollution and waste regulation fronts.
