Congestion charging consultation raises doubts on revenue recycling

Revenues from congestion charges and taxes on workplace parking will not necessarily be ploughed back into local public transport improvements, according to a consultation paper issued by the Department of Environment, Transport and the Regions (DETR) in December. 1 And while the new London Bill introduces powers for congestion charging in the capital, it remains unclear how quickly the Government will introduce primary legislation to allow pilot schemes in other cities.
