Government pressure on the Scottish Environment Protection Agency (SEPA) to reduce its reliance on grant-in-aid will mean steep increases in charges for some permit-holders next year - with a record-breaking 126% hike in fees paid for substantial variations of integrated pollution control authorisations topping the lot.
