DETR consults on land use controls for major hazard sites

Draft regulations to implement the land use planning provisions of the 1996 EC Directive on the control of major accident hazards (COMAH) were issued for consultation by the Department of the Environment, Transport and the Regions (DETR) on 2 December. 1 The new rules will be implemented mainly through the system of hazardous substances consents introduced in the early 1990s. The Government intends to minimise burdens on companies without such consents by giving them automatic "deemed consents".
