Reform looms for Northern Ireland's water service

Changes in the structure of Northern Ireland's water and sewerage services were heralded in a consultation paper issued by the Government in November. 1 The reform is needed mainly to devise new ways of raising money for increased capital investment to achieve compliance with EC quality obligations. A clear split between "poacher" and "gamekeeper" in the Province's water regulatory arrangements is also on the cards.
