Marine pollution Bill through Lords

The Merchant Shipping and Maritime Security Bill completed its passage through the House of Lords on 23 January. Several amendments tabled by the Government have extended its powers to intervene in shipping incidents threatening pollution - but it fought off peers' attempts to modify the new regime of port waste management plans, set up public registers of marine pollution offences, and designate areas where shipping could be restricted on environmental grounds.
