Agency's Board adrift over inspection changes

Serious questions about who runs the Environment Agency have been raised by a reorganisation in which its water and waste regulation teams will be split into separate authorisation and enforcement functions. A similar move for processes regulated under integrated pollution control (IPC) was only blocked following protests from the chemical industry - and the Agency's Board was only informed belatedly of the developments in mid-March.
