Growing pains for new packaging recovery era

The packaging regulations finally came into force in March four years after the Government challenged industry to devise a strategy for recovering packaging waste. Labour's environment spokesman, Michael Meacher, has already promised an "urgent review" of the regulations if it wins the election. Central to this review will be an effective ban on trade in reprocessing certificates. Meanwhile, the effectiveness of the main collective scheme, Valpak, is being threatened by a rival scheme aimed primarily at retailers.
