EC deal on greenhouse gases fails to speed global talks

EC Environment Ministers confounded the sceptics on 3 March by agreeing targets to cut emissions of the main greenhouse gases by 2010. The UK secured a relatively soft target, but Labour has promised to do better. The EC agreement put the ball in other industrialised nations' court to propose their own targets for a global protocol on greenhouse gases which is due for agreement in December - but none did so at a negotiating session in March.
